So since no one can answer my questions about the words used in HK Ordinances, I wrote the people who actually write the ordinances. Surely they must know.

Greetings

I have many questions on the use and meanings of terms used in many
ordinances. But all the authorities tell me that they are not in a
position to interpret the terms. So who should I talk to, to find
out what terms mean in certain ordinances. I am contacting you,
because you write the ordinances, so I figured someone at legco
should know what they mean.

Thank You

Dear John,

Thank you for your email dated Jan 28.

I am sorry that we do not provide legal advice or legal service for members of the public.

If you would like to know more about the discussion process on particular Bill, you can refer to the session of "Bills" under "Legislative Proposal" on our website.
For example, for the Copyright (Amendment) Ordinance 2007, you can refer to the meeting details of the Bills Committee on Copyright (Amendment) Bill 2006.
You can find the Legislative Council Brief, papers provided by the Administration, legal report prepared by the LegCo Legal Division as well as the minutes of the meeting.
(http://www.legco.gov.hk/english/index.htm > Legislative Proposal> Bills > Year 2006-07 > Copyright (Amendment) Bill 2006 )

Should you have any queries on the work of the Legislative Council, please feel free to contact us again.

yours sincerely,
(Name in Caps)
for Secretary General

Hello Name

Why do you capitalize your family name?

So let me try to comprehend what you are saying, those that write
the laws will not explain the laws to the public.

If not you, who would be the party responsible for explaining the
terms in ordinances?

Thank you for your time
