Dear X
Why do you capitalize you last name?
Regarding General Household Survey
Part IIIA states it is voluntary, and I do not provide my consent,
so please stop sending letters and do not bother coming to take a
survey.
(1) The Commissioner may, by notice in the Gazette, declare his
intention to carry out a "voluntary" statistical survey under this
Part to collect, compile, analyse, abstract and publish statistical
information relating to the commercial, industrial, financial,
social, economic and general activities and condition of the people.
Thank you for your time

Dear John,
Thank you for your email of 30.1.2008.
The Census and Statistics Department has been conducting the General Household Survey (GHS) on a continuous basis to collect data on the socio-economic characteristics of the population. The GHS aims to collect up-to-date information on the employment and unemployment situation, labour force characteristics as well as other socio-economic characteristics of the population. The information is vital to the Government for policy formulation.
You have rightly pointed out that the GHS is a voluntary survey conducted under the authority of the Census and Statistics Ordinance (Chapter 316, Laws of Hong Kong), which empowers the Commissioner for Census and Statistics to carry out censuses of population and statistical surveys. While the GHS in which you are randomly selected to participate is of voluntary nature, we very much hope that you would fulfill your civic responsibility and participate in survey. The information you provide is very useful to both the Government and the private sector in formulating policies and making decisions.
To facilitate necessary follow-up on your case, please kindly advise us on your address information (or the reference number printed on the notification letter) so that we can inform our census officer accordingly. We are also pleased to make any special arrangements with you as may be required to facilitate collection of survey data.
Your voluntary co-operation in the GHS will be greatly appreciated. If you have any questions or would like to discuss with us further on the GHS, please feel free to contact me or Ms.X.
By the way, the capitalization of my last name is just a common practice in the Government to facilitate identification of surname and given name.
my civic duty! ha! maybe it is the civic duty of the fictional me.
