Pollution Ok with a License
As long as you Pay you can dump shit into the ocean!
I scan the papers for the public notices and I have replied to a few, but it doesn't really matter if I don't consent.

Thank you for your email dated 7.4.2008.
Under the Water Pollution Control Ordinance (WPCO), EPD is empowered to
regulate discharges through licensing by setting scientific parameters
based on the Technical Memorandum - Standards for Effluents Discharged
into Drainage and Sewerage Systems, Inland and Costal Waters (TM), which
was published under the WPCO with a view to avoid causing any harm to
the environment.
With reference to your email's concern, our office have reviewed the
discharge conditions of the two applications from China Road and Bridge
Corporation and Chi Shing Machinery Company Limited. The flow rate for
the two discharge is 5 cu.m/day and 1 cu.m/day respectively. The
parameters and standards for the two said WPCO licenses are in
accordance with those specified under the TM to safeguard the receiving
water body in Deep Bay. While the first one is a licence for a new
discharge for a construction site responsible for drainage improvement
works, the other one is an existing discharge for machinery workshop.
During processing the two applications, we are satisfied that the
discharges would have no major impact to the environmental waters. Our
office will also conduct spot checks and monitoring to ensure the
discharges are in compliance with the licensing conditions.

CSC had received a referral from KMU, which is attached in below for your
reference. CSC presumed that might be an objection to the granting of WPCO
licences after the guy viewing the public notice on newspaper. Since Deep
Bay Water Control Zone is under the control of North & Yuen Long Districts'
enforcement teams, please see if it falls within your control area and
respond direct as appropriate, thanks.

Ordinance that you are assuming authority.

The Judge in the case states clearly the following:
The Ordinance is a Statute.
A statute is not a law. A statute is a
legislated rule of society which has been given the force of law.
The key word in that sentence is “society”. A society is a number
of people joined by mutual consent to deliberate, determine, and
act for a common goal. I do not provide my consent to this statute.
Since "The Government" and "the UN" feel so inclined to bombard My
family and I with their Save mother earth propaganda to achieve
Agenda 21 and fulfill the Club of Romes recommendations. I feel
obliged to inform you that I do not provide my consent. I really do
enjoy how things are wrong until you pay a license fee.

Did everyone notice their usage of capitis dimunitio media? (Simon WONG) Of course, it just makes it easier to read, that's all! That explains why the other last names aren't capitalized, doesn't it? Poor Mr. WONG is declaring that he has lost the rights of citizenship, if that matters any. Being a citizen typically places one in a beneficiary/provider relationship with the government, which makes the citizen subject to the government...and it's rules.
