Summary:

In Layers, Paths, Click the arrow, add tab -> Paths
Goto Layers tab, add new layer
Add text to the image
Go to layers, choose the layer you created
Use Elliptical Regions tool to outline text
Go to Create and Edit Paths (or hit b)
Make Speech Tail
Go to Layers and Paths dialog, Goto to Paths tab, right click and choose "add to selection"
Right click the layer (not in the layers dialog)
Edit ->fill (what ever color you select for background or foreground)
Right click bubble, select -> to path
Right click again and Edit -> stroke path

1st Shadow:

Make a new layer
goto elliptical regions choose feather, create another ellipse (equal width), fill with other color,
Filters -> Blur Gaussian
move it down the layer sequence

Check that you have this:
Filters -> Render -> Difference Clouds

-required for this tutorial.
